to apply for the job
Every day, around 1800 people go to work at Östhammar Municipality to deliver welfare and development so that our local community can continue to be safe and attractive. We do this together, with commitment, responsibility, and openness. We are proud of that.
The goal of HR is to contribute to the conditions for Östhammar Municipality to be an attractive, modern, and sustainable employer. We support managers and leaders in developing their operations, delivering on their assignments, and creating workplaces where employees thrive and develop. The HR function is organized centrally and works closely with operations both operationally and strategically. Our organization is characterized by good collaboration, and we enable things together, making our cooperation with the operations at least as important as the cooperation we have with each other.
We are now expanding with a specialist in recruitment and competence supply who wants to be part of our supportive and fun (at least we think so) team. We offer you a varied job with the opportunity to plan your workdays in a way that works well for you and the assignment - on-site and remotely with flexibility in working hours and with advance vacation, wellness benefits, and occupational pension. If you want to work in a non-prestigious organization and feel that you would contribute to and thrive in a context described in the ad, we hope to welcome you to us!
JOB RESPONSIBILITIES
We are looking for someone who wants to influence and drive the development of HR processes such as recruitment, onboarding, competence exchange, and transitions based on the municipality's brand. You are passionate about the craft of recruitment and want to continue recruiting while being ready to use your knowledge to inspire and motivate changed working methods and increase knowledge in professional recruitment and onboarding among our managers within the Care Office, primarily in elderly care.
The Care Office faces exciting challenges as the municipality has low unemployment but at the same time high staff turnover, such as retirements, in several professional areas. We need to attract competent employees and today's youth/young adults for a career within the municipality. We are convinced that through effective recruitment methods and qualitative onboarding, we lay the foundation for well-being, professional pride, and loyalty, which in the long run contributes to increasing attractiveness and reducing staff turnover. This, in turn, creates conditions for a safe everyday life for our users and a better working environment for our employees.
Your main responsibilities include:
- Driving the entire recruitment process from setting requirements to selection and hiring, in close collaboration with the recruiting manager
- Marketing the municipality and our jobs through social media, fairs, and visits to educational institutions
- Together with the operational manager, setting a long-term plan for recruitment needs
- Evaluating the recruitment process and developing/adapting it based on the operational conditions and needs
- Implementing system support such as digital reference checks and language tests
- Training managers in competency-based recruitment and selection methods
- Coaching and guiding managers in recruitment
- Together with unit managers, reviewing competence development needs and onboarding programs based on the conditions and needs of new employees
- Other HR work related to strategic competence supply, recruitment, onboarding, and transitions within the Care Office primarily
QUALIFICATIONS
You have solid (at least five years) experience in recruitment, preferably from healthcare and social care, with both volume recruitment and recruitment of specialists and managers. You have developed an ability to identify people's driving forces and their needs, so that you match the right person with the right job, and want to apply your experiences and knowledge to successfully meet current and future competence needs within the Care sector. If you also have experience in long-term competence supply and projects funded by the Transition Fund, you are particularly interesting to us.
In addition to your experience, you have a post-secondary education in HR/personnel or another education we assess as equivalent. You have good knowledge of Swedish, both spoken and written, as well as good knowledge of the Office suite and generally good system skills (with us, you will work in, among other things, Visma Recruit). If you also have experience in implementing digital support systems within the recruitment process, a license for personality tests (preferably JobMatch), and knowledge of regulations regarding working hours, scheduling, and employment in healthcare and social care, that is a plus.
As a person, you are structured so that you plan and prioritize your work effectively. You set and adhere to deadlines and drive your work forward independently, working diligently and efficiently even in adversity or under pressure. You can express yourself clearly and concisely in groups as well as one-on-one, and you adapt language and style according to the audience. Since we collaborate closely within the group and with the organization's managers, we see that you as a person have the ability to develop effective and supportive relationships. You know that anything can happen in a recruitment process, so you are flexible and easily adapt to changing circumstances and requirements. You listen, communicate, and resolve conflicts constructively. Of course, you are considerate and contribute to the experience that we work together!
